Accessorials are not one universal list of fees. Parcel address and handling charges, LTL delivery work, truckload detention, ocean/container time and railcar demurrage arise in different service and agreement structures. Carrier Negotiation maps actual charge exposure by mode, identifies operating causes and evaluates commercial changes that matter to the shipper’s freight.
The commercial decisions
| Component | What to establish |
|---|---|
| Charge exposure | Group invoice charges by mode, provider, lane, facility and triggering condition. |
| Application rules | Define what starts the charge, included work, free time, minimums, units and supporting evidence. |
| Fuel mechanics | Identify the reference, base, calculation, included charge components and update timing. |
| Operational alternatives | Test process changes that can reduce exposure without shifting essential work elsewhere. |

From evidence to execution
Find the material charges
Rank complete exposure rather than negotiate every possible fee equally.
Validate the reason
Separate required services, correct application, billing errors and avoidable operating events.
Negotiate the useful terms
Ask for appropriate rates, definitions, free time, caps, evidence or reporting where available.
Verify the invoice
Confirm approved changes and investigate recurring exceptions after launch.
A fee can be a pricing question or an operating question
Required liftgate work and preventable waiting are different problems. A commercial adjustment may be useful, but an unresolved dock or data issue can continue creating cost. Address the cause and the agreement together.
Connect recurring delivery work with an explicit charge rule.
If inside delivery, waiting, appointments or another service recurs, describe it before the bid and ask for its price and application rules. Review the trigger, unit, minimum, evidence and governing documents. Some charges reflect necessary work; others may be commercially adjustable or preventable through operating changes. An omitted fee is not a zero-cost service, and a recurring fee is not by itself evidence of improper conduct.

#Can all accessorial fees be eliminated?
No. Some fees compensate required work or arise under governing rules; commercial flexibility varies. Start with the actual exposure, cause and agreement. Negotiate material terms where possible and evaluate operating changes that reduce preventable events. A blanket promise to remove every fee is less useful than a documented plan for the charges that affect the shipper.
#Why do accessorial definitions matter as much as the price?
A lower fee applied more frequently can cost more. Define the triggering event, units, minimum, free time, exclusions and evidence. Make those provisions comparable across proposals. After implementation, check the actual invoices and underlying shipment events so the business can see whether the agreed rule was applied correctly.
#Does EIA set our carrier’s fuel surcharge?
No. EIA publishes diesel-price data; counterparties establish their commercial surcharge arrangements. Ask for the index, base, formula, mileage or charge basis and timing. Reconcile sample invoices to that schedule and compare bids using common assumptions. A familiar public reference does not make every provider’s formula identical.
#How should accessorial savings be reported?
Distinguish a lower negotiated rate or revised rule from fewer triggering events, billing corrections and changes in required services. Apply the agreed measurement method to comparable shipments. Keep projected opportunity separate from verified invoice results and include relevant operating costs. That lets finance understand what the negotiation and operational work each contributed.
#Can missing specifications become additional freight charges?
They can leave required work outside the compared scope, making later charges or service exceptions more likely. Identify recurring conditions and ask bidders for definitions, prices and governing rules. Resolve material exclusions before an award and verify invoice application afterward. A fair comparison prices the actual work; it does not assume a fee disappears simply because the request did not mention it.
#How should recurring inside delivery be negotiated?
Define the actual delivery tasks, access, equipment and staffing requirements, then request the charge basis and application rules. Compare equivalent service and the relevant governing terms. A requested concession is not a promised outcome; provider flexibility and operating economics vary. Verify both the agreed price and correct use on invoices after implementation.
